Venice hasn't stopped sinking after all

ScienceDaily (Mar. 21, 2012) ? The water flowing through Venice's famous canals laps at buildings a little higher every year -- and not only because of a rising sea level. Although previous studies had found that Venice has stabilized, new measurements indicate that the historic city continues to slowly sink, and even to tilt slightly to the east.

"Venice appears to be continuing to subside, at a rate of about 2 millimeters (.07 inches) a year," said Yehuda Bock, a research geodesist with Scripps Institution of Oceanography at UC San Diego, and the lead author of the new research paper on the city's downward drift. "It's a small effect, but it's important," he added. Given that sea level is rising in the Venetian lagoon, also at 2 millimeters per year, the slight subsidence doubles the rate at which the heights of surrounding waters are increasing relative to the elevation of the city, he noted. In the next 20 years, if Venice and its immediate surroundings subsided steadily at the current rate, researchers would expect the land to sink up to 80 millimeters (3.2 inches) in that period of time, relative to the sea.

Bock worked with colleagues from the University of Miami in Florida and Italy's Tele-Rilevamento Europa, a company that measures ground deformation, to analyze data collected by GPS and space-borne radar (InSAR) instruments regarding Venice and its lagoon. The GPS measurements provide absolute elevations, while the InSAR data are used to calculate elevations relative to other points. By combining the two datasets from the decade between 2000 and 2010, Bock and his colleagues found that the city of Venice was subsiding on average of 1 to 2 millimeters a year (0.04 to 0.08 inches per year). The patches of land in Venice's lagoon (117 islands in all) are also sinking, they found, with northern sections of the lagoon dropping at a rate of 2 to 3 millimeters (0.08 to 0.12 inches) per year, and the southern lagoon subsiding at 3 to 4 millimeters (0.12 to 0.16 inches) per year.

The findings will be published March 28 in Geochemistry, Geophysics, Geosystems, a journal of the American Geophysical Union.

"Our combined GPS and InSAR analysis clearly captured the movements over the last decade that neither GPS nor InSAR could sense alone" said Shimon Wdowinski, associate research professor of Marine Geology and Geophysics at the University of Miami.

In the new study, using the GPS instruments, Bock and his colleagues were able to take absolute readings of the city and its surrounding lagoons. And not only did they find the sinking, but they found that the area was tilting a bit, about a millimeter or two eastward per year. That means the western part -- where the city of Venice is -- is higher than the eastern sections. Prior satellite analyses didn't pick up on the tilt, Bock said, possibly because the scientists had been taking measurements using InSAR, which only provided the change elevation relative to other sites.

The relative nature of InSAR measurements might also explain why the new study detected Venice's subsidence, while other recent studies did not, Bock conjectured.

Venice's subsidence was recognized as a major issue decades ago, he noted, when scientists realized that pumping groundwater from beneath the city, combined with the ground's compaction from centuries of building, was causing the city to settle. But officials put a stop to the groundwater pumping, and subsequent studies in the 2000s indicated that the subsidence had stopped, he said.

"It's possible that it was stable in that decade, and started subsiding since then, but this is unlikely," Bock said. The current subsidence is due to natural causes, which probably have been affecting the area for a long time.

A significant part of those natural causes are plate tectonics. The Adriatic plate, which includes Venice, subducts beneath the Apennines Mountains and causes the city and its environs to drop slightly in elevation. And although the groundwater pumping has stopped, the compaction of the sediments beneath Venice remains a factor.

The frequency of floods in Venice is increasing, Bock said, and now about four or five times a year residents have to walk on wooden planks to stay above the floodwaters in large parts of the city. A multi-billion-dollar effort to install flood-protection walls that can be raised to block incoming tides is nearing completion, he said. The adjustable barriers were designed to protect the city from tides that are coming in higher as overall sea levels are rising in response to climate change.

To ensure that the gates can hold back sufficient tidal water in the long run, their builders "have to take into account not only the rising of sea level, but also the subsidence," Wdowinski said. The land on which those gates are being built is descending and taking the barriers down with it relative to the rising seas, he said, effectively doubling the amount of elevation change in store for Venice.

The patchy land in the surrounding lagoon could need shoring up as well. Over the next 40 years, the natural barriers that protect the Venice lagoon and city could drop by 150-200 millimeters, Wdowinski said, so officials may need to reinforce those sinking sediments as well.

ALLENTOWN, Pa. (AP) ? Neighborhood watch groups were designed to be the eyes and ears of police ? passively observing what they see and reporting back to law enforcement ? not to enforce the law themselves.

Most neighborhood watches follow the rules, and confrontations are rare. But after the killing of unarmed black teenager Trayvon Martin in a Florida gated community, criminal justice experts say police departments and watch groups need to make sure volunteers do not take matters into their own hands.

"First thing: You do not engage. Once you see anything, a suspicious activity, you call the number that the police department has given you," said Chris Tutko, director of the Neighborhood Watch program at the National Sheriffs' Association, which launched the neighborhood watch concept 40 years ago as a response to rising crime.

Tutko said he was flabbergasted to learn about a watch captain's shooting of the 17-year-old Martin last month in Sanford, Fla. Civil rights groups have demanded the arrest of the captain, George Zimmerman, who has said he shot Martin in self-defense. The Justice Department has opened a civil rights investigation.

Tutko said it's highly unusual, and highly discouraged, for a neighborhood watch to be armed.

"You do not carry a weapon during neighborhood watch," he said flatly. "If you carry a weapon, you're going to pull it."

Tens of thousands of watches have been formed across the United States over the decades. Some patrol gritty urban neighborhoods where volunteers walk a beat; others monitor sparsely populated areas with houses that are miles apart.

Regardless of location, the message from law enforcement is always the same: Do not intervene. Do not try to be a hero. Leave the crime-fighting to the police.

"We don't want to see somebody taking the law into their own hands," said Philadelphia police Sgt. Dennis Rosenbaum.

But the impulse can be strong, especially during a crime wave. In one Philadelphia neighborhood where vandals have been slashing tires for several months, residents are "fed up, frustrated," said Christina Hewitt, 23, whose mother has had her car targeted eight times since November.

Hewitt, who went to a neighborhood watch meeting Tuesday night with other residents and Philadelphia police, said the shooting in Florida was a topic of discussion.

Police, she said, told the residents "that's what they want to prevent."

Violent incidents involving neighborhood watch volunteers are rare but not unheard of. In 2009, two armed neighborhood watch volunteers in Bluffdale, Utah, got into a dispute; one took out his gun and shot the other, paralyzing him.

Background checks can weed out convicted felons and other people who obviously don't belong in neighborhood watches. After that, police departments that work with watch groups, as well as the organizations themselves, have to remain vigilant to make sure that volunteers are doing what they're supposed to.

"It was designed to be an extra set of eyes for the police because they cannot be everywhere all the time. But actually acting on it with vigilantism is completely askew to what the idea of neighborhood watch is," said Kenneth J. Novak, a criminal justice professor at the University of Missouri-Kansas City who has studied community policing and neighborhood watches.

Volunteers should resist the urge to intervene, Tutko said, even if they happen to see a crime in progress, because they lack training and may become victims themselves. He tells trainees that "you do what you can, when you can, as much as you can, but if you cross the line, everybody loses."

Scholars say that while watch groups primarily act as deterrents and feed information to the police, they may provide more intangible benefits, too, like improving neighborhood cohesion and giving residents a sense of security.

The authors of a 2008 Justice Department review concluded there was "some evidence that Neighborhood Watch can be effective in reducing crime," but said that while some programs work as intended, others work less well or not at all.

Often started as a response to persistent crime, they can be a challenge to keep alive once the initial threat fades ? either the bad guy is caught or goes elsewhere ? and residents turn their attention away.

"Most neighborhood watches don't last very long. They usually galvanize themselves around an incident, or a series of similar incidents, and then the momentum dies out relatively quickly. That's why it's not really an effective crime prevention strategy on a wide scale," Novak said.

Allentown, an eastern Pennsylvania city of about 100,000, has managed to keep its neighborhood watch system going since the mid-1970s, with more than 20 individual groups and hundreds of volunteers.

They are not armed, and there has never been an incident, said Assistant Police Chief Joe Hanna.

"We tell them that we are the police, that if you see a crime in progress, get on the phone and call 911. We'll be there promptly, and let us handle the dangerous side of it," Hanna said. "The last thing we want is for them to put themselves in harm's way" or hurt someone else.

R2M members hope this event raises awareness about diabetes prevention through their campus-wide celebration of?wellness.

R2M members understand the importance of a healthy lifestyle to reduce one?s risk of type 2 diabetes. Diabetes is now seen more commonly among youth because of factors like poor dietary habits, lack of physical activity, and the prevalence of inexpensive, unhealthy ?food?. It is estimated that 25.8 million children and adults in the United States?8.3% of the population?have diabetes. Of the 25.8 million diabetics, approximately 7 million diabetics are unaware they have the disease (American Diabetes Association, 2011). Even more alarming is the estimated 79 million Americans who are pre-diabetic, many unknowingly living with dangerously high blood sugar?levels.

The 2nd Annual Week of Wellness? daily lunchtime activities will include a cooking demo, a healthy art walk, a Zumba? fitness class, and a Community Wellness Fair.
