Black bears on the rebound in Nevada

Mar. 29, 2013 ? A new study from the Wildlife Conservation Society (WCS) and the Nevada Department of Wildlife ( NDOW) has pieced together the last 150 years of history for one of the state's most interesting denizens: the black bear.

The study, which looked at everything from historic newspaper articles to more recent scientific studies, indicates that black bears in Nevada were once distributed throughout the state but subsequently vanished in the early 1900s. Today, the bear population is increasing and rapidly reoccupying its former range due in part to the conservation and management efforts of NDOW and WCS.

Compelled in part by dramatic increases in human/bear conflicts and a 17-fold increase in bear mortalities due to collisions with vehicles reported between the early 1990s and mid- 2000s, WCS and NDOW began a 15-year study of black bears in Nevada that included a review of the animal's little-known history in the state.

Over the course of the study, black bears were captured both in the wild and at the urban interface in response to conflict complaints. The captured animals used in the study (adult males and females only) were evaluated for multiple physiological indicators including condition, sex, reproductive status, weight, and age, prior to being released. From the information gathered, the population size in the study area was estimated to be 262 bears (171 males, 91 females).

Confirmed sightings and points of capture from 1988 to present were mapped and presented in the report to illustrate current population demographics, and will be used to inform bear management in Nevada.

"It's critical to understand the population dynamics in a given area in order to make informed decisions regarding management," said WCS Conservation Scientist Jon Beckmann. "This includes decisions on everything from setting harvest limits to habitat management to conservation planning in areas where people will accept occupation by bears. We used this long-term study to determine if reported incidents were due to an increasing or expanding bear population, or people moving to where bears are located. The answer is both."

The study area extended from the Carson Range of the Sierra Nevada eastward to the Virginia Range and Pine Nut Mountains, and from Reno south to Topaz Lake -- an area collectively referred to as the Carson front. Because many captures were in response to conflicts, the urban interfaces of cities and towns of the Lake Tahoe Basin were included.

Nevada's Black Bear History Unraveled

In looking to integrate information on the historical demographics of black bears into their study, the authors found that little published scientific research or data was available and that the species' history in Nevada went largely ignored until 1987 -- when complaints arising from sightings and road collisions with vehicles began.

Historical records compiled by retired NDOW biologist Robert McQuivey that included old newspaper articles, pioneer journals dating as far back as 1849, and NDOW records that had long been unavailable, were reviewed and confirmed that black bears were present throughout the state until about 1931. At that point, the authors concluded that "the paucity of historical references after 1931 suggest extirpation of black bears from Nevada's interior mountain ranges by this time."

"The historical records paint a very different picture of Nevada's black bear than what we see today. This new perspective is a good indication of what bear management in this state could involve should the population continue to expand," said the study's lead-author Carl Lackey of NDOW.

The authors believe that while over-hunting and conflicts with domestic livestock contributed to the bear's local extinction in the Great Basin, landscape changes due to clear-cutting of forests throughout western and central Nevada during the mining booms of the late 1800s played an important role as well. But as fossil fuels replaced timber as a heat and energy source, forestry and grazing practices evolved, and reforestation and habitat regeneration occurred in parts of the their former range, the bears rebounded.

Using the information gathered in their review of historic documents, the scientists mapped the distribution of black bears within the interior of Nevada during the 1800s and early 1900s. They recommend that historical range maps for the species in North America be revised to include the information produced as part of the study.

The study, Bear Historical Ranges: Expansion of an Extirpated Bear Population, appears in the current online edition of the Journal of Wildlife Management. Co-authors include Carl W. Lackey of the Nevada Department of Wildlife, Jon P. Beckmann of the Wildlife Conservation Society, and James Sedinger of the University of Nevada, Reno.

For first time, Nevada legislature ousts lawmaker after arrests

(Reuters) - The Nevada State Assembly expelled Democratic Assemblyman Steven Brooks on Thursday after he was arrested twice this year, in the first time the chamber ousted a member in the history of the state legislature.

Brooks' expulsion was approved by a voice vote and the ouster was effective immediately.

Lawmakers who spoke on Thursday before the vote did not say why they were moving to expel Brooks. The action came a day after a Nevada Assembly Select Committee met behind closed doors and voted 6-1 to recommend the lawmaker's ouster.

Such closed-door meetings are allowed under the Nevada constitution when lawmakers are discussing a colleague's character, alleged misconduct, professional competence, or physical or mental health, said Rick Combs, director of Nevada's Legislative Counsel Bureau.

After Brooks was arrested twice in separate incidents in January and February, he was placed on administrative leave from the Assembly for behavioral reasons, said Assemblyman Paul Aizley, a Democratic leader in the legislature.

Brooks could not be reached for comment on the legislature's action, and his attorney did not return calls.

Brooks is the first member of Nevada's legislature ever to be expelled, Combs said.

A Democrat from Brooks' district will be named to replace him by commissioners in Clark County where Brooks was elected, according to provisions in Nevada law and the state constitution that provide for filling vacant legislative seats.

Brooks was arrested in February outside his Las Vegas home on suspicion of domestic battery and obstructing officers. Police said he had attacked a member of his family.

In January, he was arrested on suspicion of leveling a death threat against the incoming Assembly speaker, Marilyn Kirkpatrick, a Democrat from North Las Vegas.

Police say they found Brooks driving around with a handgun and 41 rounds of ammunition when they arrested him on January 19. The case was turned over to the state attorney general, but charges have not been filed.

Kirkpatrick had recently passed Brooks over for the chairmanship of an influential legislative committee in the latest of several political disputes between the two, Brooks' attorney told Reuters at the time.

Brooks faces four charges stemming from the incident in February. The charges filed in Las Vegas court range from resisting an officer with a firearm, a felony, to misdemeanor domestic battery, prosecutors said in a statement.

An arraignment is scheduled for April 11.

Before the vote on Thursday, Assembly Minority Leader Pat Hickey, a Republican from Reno, told Assembly members that Kirkpatrick had carried the weight of the process that ultimately led to Brooks' ouster.

"No person has felt the difficulty of this difficult decision more than our speaker," he said of Kirkpatrick, who was visibly upset before and after the vote.

Hickey said on the Assembly floor before the vote that the move to expel a friend saddened him and his colleagues.

What role do small dams play in pollution control?

Mar. 28, 2013 ? Sometimes, little things can add up to a lot. In short, that's the message of a research study on small dams, streams and pollution by Steve Powers, a postdoctoral researcher at the University of Notre Dame's Environmental Change Initiative (ECI).

"Small dams, reservoirs and ponds trap water pollution, which provides an important benefit to water resources," Powers said. "This is especially relevant in agricultural lands of the Midwest U.S., where there are lots of small, but aging dams."

Although small individually, the sum total of the small reservoirs and ponds have a global surface area comparable to that of all large reservoirs added together.

Powers and his fellow researchers showed in detail how a small aging dam, which was more than 100 years old and located in agricultural Wisconsin, trapped water pollutants associated with fertilizer and manure runoff. They also showed an increase in downstream transport of nutrient pollution after the dam was removed, which occurred because of concerns about the dam's safety.

"Many small dams are threatened by long-term structural decline and are also filling with sediment," Powers said. "If we don't better incorporate how small dams affect the movement of water and wastes through the environment, their benefit to downstream water quality could be lost. Meanwhile, legacy sediment and pollution currently trapped behind dams could release as dams lose their water storage capacity, fall apart, or are removed deliberately."

Powers notes that there is a crucial need to gain a better understanding of what small dams mean for our water quality before they crumble and disappear.

"I am continuing to work on the subject at a broader regional scale by looking at hundreds of stream and river monitoring stations throughout the Midwestern U.S. to detect signals of dams," he said. "One current goal is to try and figure out which regions are most vulnerable to water quality changes caused by accumulation of sediment and phosphorus behind dams."

The research paper appeared in the Journal of Geophysical Research-Biogeosciences.

Powers is conducting his research as part of the Notre Dame Environmental Change Initiative's Land Use Project. The Environmental Change Initiative conducts policy-oriented research designed to help policy-makers manage environmental changes.

Cardinals draw lots to settle Vatican guest-house rooms

VATICAN CITY (Reuters) - Before they get down to the business of choosing a new pope this week, the 115 elector cardinals are holding another ballot - drawing lots to decide which room they get in the Vatican guest house that will be their home during the conclave.

Some will be disappointed, because the five-storey Santa Martha House inside the walls of Vatican City, has only 106 "suites". Despite the grandiose name, these rooms have just a single bed, bathroom and a small desk space.

The nine cardinals who miss out on the suites will have to settle for more spartan single rooms.

However basic the Santa Martha accommodation, it is a step up from where cardinals used to sleep before the guest house was built in 1996 on the orders of Pope John Paul II.

During earlier conclaves, they had makeshift beds in temporary quarters in the Vatican, with curtains often all that divided one space from another, like on a hospital ward.

As well as allocating the rooms fairly, drawing lots is designed to make sure factions from one country or supporting one candidate are given rooms randomly to prevent them consulting on strategy from adjoining parts of the guest house.

Standing empty for the new pope will be the larger but nevertheless simple Room 201, the sole apartment in the yellow-stone residence block.

It has carved wooden fittings and additional rooms to host meetings for the new pontiff, who could live there for a few weeks until the papal Apostolic Palace has been renovated.

Adding to Santa Martha's austere feel, television, telephone, Wi-Fi and other means of communication are blocked to maintain the secrecy of the conclave.

Santa Martha is only a few hundred yards from the Sistine Chapel where the cardinals will start the process on Tuesday of electing a successor to Pope Benedict after his decision last month to step down.

Cardinals, many of them elderly, will be able to use a shuttle bus to get to the chapel if they do not want to walk or if Rome sees one of its spectacular spring storms.

The elector cardinals used Santa Martha for the first time in 2005 when Benedict was chosen to lead the world's 1.2 billion Roman Catholics after the death of John Paul.

The building stands on the site of a hospice built in 1891 for cholera victims.

Two doctors will be on hand in case any of the cardinals fall ill, while priests will hear confessions in a variety of languages. Like the cardinals, they will be sworn to secrecy.

As with any guest house or hotel, cooks and cleaners will also be there to attend to the needs of the cardinals. All the staff will have been vetted to help ensure that no secrets leak out before white smoke emerges to show a pope has been picked.

Is Interpublic's Stock Price Signaling That It's a ... - Business Insider

Interpublic Group ? the parent company of ad agencies Deutsch, DraftFCB and McCann ? reported an organic revenue decrease of 0.4 percent in Q4 2012, and yet its stock went up.

IPG has been on the rise since November, in fact, when it bottomed out at just below $9.50. Currently, it's a little above $13.

Why would such a poor performance merit an increase in price? (After all, revenue increased at Omnicom, its rival, in the same period.

Interpublic CEO Michael Roth said he expected growth to return to the group in 2013. So that might be one factor. And the stocks of Omnicom and WPP Group have also risen over the same time-period ? so maybe IPG is getting some benefit from category-wide investors.

But then there's the expectation/speculation in some quarters that Interpublic might be a merger target.

I had dinner recently with a source who controls several billion dollars in ad media-buying, and this executive talked as if everyone already knew that IPG was likely to get bought.

There's also the subject of Roth himself.

He was brought in to run IPG in the mid-2000s after an accounting scandal. He has since cleaned up the joint, but Interpublic hasn't really regained momentum over the years. McCann and DraftFCB both, pointedly, are in urgent need of big wins to replace lost business (Microsoft and S.C. Johnson both left IPG in 2012).

Roth is 66. He needs an exit strategy ? a way to leave IPG on a high note.

He will receive $34 million if IPG undergoes a change of control, according to IPG's SEC filings. He is highly incentivized to sell the company, in other words. Roth would get paid millions more for selling than for doing anything else, such as continuing to run the company or retiring without a buyout.

Accepting an offer from a suitor would boost the price of the stock and return at least some of a lost decade of value for IPG shareholders. That's a good story to end on, too.

Or he could wait for McCann or DraftFCB to turn around.

Interpublic always declines to comment on such rumors.

(AP) ? Mariano Rivera and his family walked into the pavilion behind the third-base stands at Steinbrenner Field followed by his New York Yankees' teammates.

It was the start of the long goodbye for baseball's greatest closer.

Dressed in a dark jersey top and pinstriped uniform pants, Rivera announced what already had leaked out in prior days: This will be his 19th and final major league season.

And the 43-year-old has a clear vision of how he wants his career to end.

"The last game I hope will be throwing the last pitch in the World Series," he said. "Winning the World Series, that would be my ambition."

Rivera said he made the decision before arriving at spring training. With the entire Yankees' team looking on ? including longtime teammates Derek Jeter and Andy Pettitte ? Rivera said he knew the time was right for his decision. Rivera sat a table and team officials, led by managing general partner Hal Steinbrenner and manager Joe Girardi, sat nearby.

"I have just a few bullets left," he said.

He then made his first game appearance since April 30, throwing 15 pitches during a 1-2-3 fifth inning against Atlanta. Looking like his overpowering self of old, Rivera retired Dan Uggla on a popup to second, then threw called third strikes past Juan Francisco and Chris Johnson.

"It was great to be on the mound again," Rivera said with a big smile.

Rivera jogged onto the field from the right-field bullpen to a standing ovation as Metallica's "Enter Sandman" was played, then left the mound to another loud ovation. He called the whole day "overwhelming."

"It's wonderful," Rivera said. "I can't ask for more than that."

With a dominating cut fastball few batters have figured out, Rivera holds the career saves record with 608 and has helped the Yankees win five World Series titles. He combined with Jeter, Pettitte and Jorge Posada to form the Yankees' Core Four.

"We just have a special relationship," Pettitte said. "I don't know how to explain it. Obviously, when you spent as much time together after as many years as we've been together, you just kind of grow a little closer to one another than you would with other teammates. He's always been there for me."

Rivera briefly spent time with Pettitte and Jeter following the news conference, then headed toward the back field next to the pavilion to work out with the other pitchers.

"What almost got me was seeing the whole team there," Rivera said. "I was like, 'Wow!' It was great that Joe allowed it."

Jeter said it's great that Rivera has "come to peace with what he wants to do."

"Now he can enjoy this season," the Yankees captain said. "I think it's going to be a special year for him. I'm happy for him. He's made this decision, and it's the best one for him and his family."

Rivera missed most of last year after tearing his right knee while shagging flyballs during batting practice in early May. Rivera said he would have retired at the end of last season if he had not gotten hurt.

"I didn't want to leave like that," he said. "I felt like I wanted to give everything."

Rivera also said he wanted to give Yankees fans around the major leagues a chance to see him one more time, knowing this will be the end.

"I'm actually appreciative that we get to enjoy him for one more year," Girardi said. "I think he's prepared to go 100 percent. I think he'll have a good year. It's been a real treat for me. I was relaxed when he came into the game as a catcher, and I'm relaxed when he comes into the game as a manager, so that's probably about the highest compliment you can pay a closer."

Rivera's wife and two children were by his side for the news conference. He began by playfully thanking the Yankees for giving him a new contract for two additional years through 2015 ? which would break a team policy of not negotiating new deals before the old ones expire.

"It's not too easy when you come to a decision like this," Rivera said, turning serious. "After this year, I will be retired. ... Now you're hearing it from me. It's official now."

While others have proclaimed him the best closer in baseball history, Rivera wouldn't put that label on himself.

"I don't feel myself, the greatest of all time. I'm a team player," he said. "I would love to be remembered as a player who was always there for others."

Yankees general Brian Cashman said he knew Rivera's intention was to retire last season.

"He's irreplaceable," Cashman said. "He is the greatest of all-time. I've known him since he was in the minor leagues, and he's never changed once. You see a lot of players that get a lot of money, become famous and change over time. He hasn't changed a bit. I've got more respect for him as a player and person because of that."

Hall of Fame reliever Goose Gossage, a Yankees' guest instructor, called Rivera "not only a great pitcher, but as great a person." Gossage noted that the role of closer has gone from multiple innings to basically a one-inning job.

"Mo is as good as anybody that's ever done it," Gossage said. "The last thing I want to do is take anything away from this guy, he is great. But I would throw out the challenge that, do what we did and we'll compare apples to apples. We didn't get to pitch just one inning, but I believe today is the way they should be used."

Former Yankees catcher Jorge Posada said there is only one Mariano Rivera.

"There won't be another person who will come along and do what he did," Posada said in a statement. "I'm so happy he is going out on his terms. Now every time he steps into a ballpark this year, teams and fans can celebrate and appreciate what he has meant to this great game we play."

Rivera said he will miss being on the field but not the long travel and many nights in hotels. He will be the last player to wear No. 42 ? retired for Jackie Robinson by Major League Baseball in 1997 but allowed to remain for players using it at the time.

"Being the last player to wear No. 42 is a privilege," he said.

Rivera has not pitched in an exhibition game this spring training. He usually goes at his own pace in camp, working in the bullpen and throwing in simulated games ? while avoiding bus trips to opponents' spring ballparks.

The 12-time All-Star has earned a record 42 saves in the postseason while putting up an 0.70 ERA. He began his big league career in 1995 and has spent his entire time with the Yankees.

Rivera made just nine appearances last season before he tore the anterior cruciate ligament in his right knee on May 3, and he had surgery on June 12. Rivera returned to his native Panama earlier this week on a personal matter.

The Rivera era with the Yankees almost got derailed during spring training 1996, when some in the organization were not happy with the play of Jeter, then a rookie, at shortstop. After an injury to veteran Tony Fernandez, Yankees owner George Steinbrenner held meetings to consider trading Rivera to Seattle for veteran shortstop Felix Fermin.

"The Boss was honestly considering it, and forced us to have some serious conversions about it" Cashman said. "It was a fight to convince the Boss to stand down and not force us to do a deal. Thankfully we didn't do that deal, the Boss listened, backed down, made us go through the fire drill, and that was as close as we ever came to trading Mariano."

As for the future, Rivera wants to take time off after this season to spend with his family. He envisions himself working in baseball, perhaps with minor leaguers.

"I definitely will be involved in the game some way, some aspect of the game," he said.

Rivera maintained his announcement was a cause for celebration and should not be a worry for the Yankees, who have come to regard him as a constant.

"There's nothing to be sad," Rivera said. "I did everything within my power to enjoy the game, to do it well, to respect the game of baseball. Have so much joy, and no one can take that joy away from me."

(AP) ? Venezuelans will vote April 14 to choose a successor to Hugo Chavez, the elections commission announced Saturday as increasingly strident political rhetoric begins to roil this polarized country.

The constitution mandated the election be held within 30 days of Chavez's March 5 death, but the date picked falls outside that period. Critics of the socialist government already complained that officials violated the constitution by swearing in Vice President Nicolas Maduro as acting leader Friday night.

Some people have speculated Venezuela will not be ready to organize the vote in time, but elections council chief Tibisay Lucena said the country's electronic voting system was fully prepared.

Lucena announced the date on state television, appearing in a small inset as the main picture showed people filing past Chavez's coffin at the military academy in Caracas, where his body has lain in state since Wednesday.

Chavez's boisterous, passionate state funeral Friday often felt like a political rally for his anointed successor, Maduro, who eulogized him by pledging eternal loyalty and vowing Chavez's movement will never be defeated. Maduro is expected to become the candidate of Chavez's socialist party.

Ramon Guillermo Aveledo, coordinator of the opposition coalition, immediately followed the election announcement by offering his bloc's presidential candidacy to Henrique Capriles, the governor of Miranda state who lost to Chavez in October.

Mariana Bacalao, a professor of public opinion at the Universidad Central de Venezuela, said the passion on both sides just hours after Chavez's funeral raised fear of far worse to come in the weeks ahead.

"You can expect during the campaign that these rages will be unleashed," she said.

In his speech after his swearing-in, Maduro took shots at the United States, the media, international capitalism and domestic opponents he often depicted as treacherous. He claimed the allegiance of Venezuela's army, referring to them as the "armed forces of Chavez," despite the constitution barring the military from taking sides in politics.

The opposition has denounced the transition as an unconstitutional power grab, and Capriles said his side was studying its strategy for the vote, which will be held in the shadow of the government's efforts to immortalize Chavez. Since his death, the former paratrooper has been compared to Jesus Christ and early 19th century Venezuelan liberator Simon Bolivar, and the government announced that his body would be embalmed and put on eternal display.

Observers voiced mounting concern about the deep political divide gripping Venezuela, with half of it in a near frenzy of adulation and the other feeling targeted.

"Everything that happened yesterday (with the funeral and Maduro's speech) are outward signs of a fascistic aesthetic, complete with armbands," said Vicente Gonzalez de la Vega, a professor of law at Caracas' Universidad Metropolitana. "It is the cult of the adored leader, an escape from reality ... They are trying to impose on the rest of the country a new, pagan religion."

He said the ruling party was playing with fire with its strong nationalistic rhetoric and the implication that a vote against Maduro was somehow subversive.

Capriles, too, has used emotionally charged language in his public comments. On Friday he denounced Maduro as a shameless liar who had not been elected by the people, and condescendingly referred to him as "boy."

Opposition figures have said they are concerned about the election's fairness, particularly given the public vows of allegiance to Chavez from senior military officials. Capriles lost to Chavez in Oct. 7 elections, but he garnered 45 percent of the vote, which was the most anyone ever won against the late president.

A boycott of 2005 legislative elections was widely seen as disastrous for the opposition, letting Chavez's supporters win all 167 seats and allowing him to govern unimpeded by any legislative rivals.

In the streets Saturday, Venezuelans said they expected the opposition to take part in the poll, which will decide the president for the next six years.

"They will be present, yes, they will take part in the election," said Benito Villalba, a 62-year-old retiree who said he would vote for Maduro.

Others said they were nervous about what the election could bring.

"I am afraid something bad will happen, that violence will be unleashed," said Greymar Salazar, a 29-year old house wife and opposition supporter. "There are many people who are unhappy with what happened with (the swearing-in of) Maduro."

Pakistan leader to break ground on Iran pipeline

CHAHBAHAR, Iran (AP) ? Pakistan's president is traveling to Iran on Monday for a ceremony to mark the start of construction of a controversial pipeline to bring natural gas from Iran despite American opposition to the project.

The Iran-Pakistan pipeline is intended to help Pakistan overcome its mushrooming energy needs at a time when the country is facing increased blackouts and energy shortages.

But there are serious doubts about how Pakistan could finance the $1.5 billion needed to construct the pipeline and whether it could go through with the project without facing U.S. sanctions, which Washington has put in place to pressure Iran over its nuclear program.

Monday's ceremony comes just days before the government's term is set to expire and could be designed to win votes by making the ruling Pakistan People's Party look like it's addressing the energy crisis. It also allows the government to thumb its nose at the United States, which is widely unpopular in Pakistan despite billions of dollars in military and civilian aid.

The U.S. has opposed the project, instead promoting an alternative pipeline that runs from the gas fields of Turkmenistan to Afghanistan, Pakistan and then to India. The U.S. has also championed a number of electricity-generation projects within Pakistan such as helping renovate hydropower dams.

Iran says it has already finished its side of the pipeline which travels 1,150 kilometers (715 miles) from the gas fields to the Iran-Pakistan border, where the ceremony will be held Monday. The Pakistan segment of the pipeline is expected to be about 780 kilometers (485 miles). Gas is supposed to start flowing in by the end of 2014, although few see that deadline as realistic considering the delays so far in the project.

The U.S. has repeatedly raised questions about the project.

"If this deal is finalized for a proposed Iran-Pakistan pipeline, it would raise serious concerns under our Iran Sanctions Act. We've made that absolutely clear to our Pakistani counterparts," said State Department spokeswoman Victoria Nuland during a press briefing in Washington last week.

Rhetoric aside, it remains to be seen whether Pakistan would ever actually face American sanctions. The PPP government led by President Asif Ali Zardari likely has only days left leading the country because new elections are expected to be called by the end of the week.

"That timing is very important for the People's Party because they are building their campaign on this," said Hussain Yasar, a senior energy analyst at KASB Securities in Karachi.

One of the chief complaints of Pakistanis with the current government is over the widespread blackouts that have only gotten worse since it took over five years ago. The government seems to be flouting its commitment to the pipeline as a way to prove it is committed to solving the energy crisis despite its track record, and has emphasized that it is going forward with the project in the face of U.S. opposition.

Speaking Monday morning before the president and his entourage left for Iran, a presidential spokesman said the project will have a huge economic impact on Pakistan.

"We hope our friends understand our energy needs," said Farhatullah Babar in a veiled reference to the U.S.

One of the biggest challenges for cash-strapped Pakistan is how to come up with the money needed to build the pipeline.

With few countries willing to court American ire by financing the project, Iran has reportedly given Pakistan a $500 million loan to build part of it. Babar would not confirm the loan but said Iran has provided assurances that its company will build the pipeline on the Pakistani side.

The Pakistanis have said they will finance the rest of the project ? roughly $1 billion ? through an additional fee added to customers' bills, but that is a tough proposition considering how few Pakistanis actually pay for electricity.

It's unclear whether Pakistan's commitment to the project will continue if the ruling party loses the upcoming election. The PPP's main contender is the Pakistan Muslim League-N, headed by former Prime Minister Nawaz Sharif, who spent years living in exile Saudi Arabia.

The oil-rich gulf kingdom, a Sunni Muslim country with deep suspicion of Iran's Shiite Muslim rulers, is believed to also be adamantly opposed to any deal that would benefit Iran.

"It will be a tricky situation for the PML-N," said Yasar.

How the daffodil got its trumpet

Mar. 9, 2013 ? The daffodil is one of the few plants with a 'corona', a crown-like structure also referred to as the 'trumpet'. New research suggests that the corona is not an extension of the petals as previously thought, but is a distinct organ sharing more genetic identity with stamens, the pollen-producing reproductive organs.

The origin of the corona has long been a subject of debate in botany, and in the 1930s botanist Agnes Arber claimed that it was an extension from the petals. With its colourful petal-like appearance, it's easy to see why this was believed for so long. Yet by studying the corona's development and genetic information, this new study has shown that it is in fact related to stamens.

Dr Robert Scotland of the University of Oxford led the research, and was supported by colleagues at Harvard University, the United States Department of Agriculture and the University of Western Australia. The researchers were funded by the Gatsby Charitable Foundation and the United States National Science Foundation. The study is published online in The Plant Journal.

By studying the development of daffodil flowers, the researchers found that the corona only begins to form after the other parts of the flower are fully established. "This shows that the corona could not be a straightforward modification of either petals or stamens," explains Dr Scotland. "Since it develops independently of both, it is more accurately described as a separate organ."

The different parts of daffodil flowers are located on a small cup-like platform termed the 'hypanthium'.

The researchers analysed genetic activity in all parts of the daffodil flower, and found that daffodil coronas were genetically similar to the stamens and hypanthium, but not the petals.

"We found that the corona develops from the hypanthium, and is not simply en extension of the petals or stamens," says Dr Scotland. "The corona is an independent organ, sharing more genetic identity with stamens, and which develops after the other organs are fully established."

Founder of California wild animal park says worker killed by lion was female intern-volunteer

DUNLAP, Calif. - A female intern-volunteer was killed Wednesday by a lion at a private wild animal park in Central California, and state and local authorities were trying to determine what might have caused the fatal attack.

Cat Haven founder and executive director Dale Anderson was crying as he read a one-sentence statement about the fatal mauling at the exotic animal zoo he has operated since 1993.

The 26-year-old intern was attacked and killed when she entered the lion's enclosure, Anderson said, but he refused to answer questions or provide more details.

Sheriff's deputies responding to an emergency call from Cat Haven, in the Sierra Nevada foothills about 45 miles east of Fresno, found the woman severely injured and still lying inside the enclosure with the lion nearby, Fresno County sheriff's Lt. Bob Miller said.

Another park worker had unsuccessfully tried luring the lion away and into a separate pen, so deputies shot and killed it so they could reach the wounded woman, who died at the scene, Miller said.

Investigators were trying to determine why the intern was inside the enclosure and what might have provoked the attack, sheriff's Sgt. Greg Collins said. The facility is normally closed on Wednesdays, and only one other worker was there when the mauling happened, Collins said.

The male African lion, a 4-year-old male named Couscous, had been raised at Cat Haven since it was a cub, said Tanya Osegueda, a spokeswoman for Project Survival, the nonprofit that operates the animal park. Osegueda did not know how the park acquired the cub.

Cat Haven is a 100-acre facility just west of Kings Canyon National Park. Since the property opened in 1993, it has housed numerous big cats, including tigers, leopards and other exotic species. It is permitted to house exotic animals by the California Department of Fish and Wildlife and is regulated as a zoo by the U.S. Department of Agriculture.

Results of the last 13 inspections by the Department of Agriculture's Animal and Plant Health Inspection Service show no violations dating back to March 2010. The most recent inspection was Feb. 4, USDA records show.

Despite state regulations that require annual inspections, the California Department of Fish and Wildlife most recently inspected the facility in January 2011.

"We have to do the best we can with the resources we're provided," said department spokeswoman Jordan Traverso.

The inspector's written comments were "facility in good condition." The inspector checked gates, enclosures, water supplies, drainage, cleanliness, ventilation and the general health of the animals.

Department spokeswoman Janice Mackey said she was unaware if any state regulations would prohibit an employee from entering an exotic animal's enclosure.

She said each species is identified on the permit, and the animals must be used for scientific or educational purposes only.

"We don't allow them to be used as pets," Mackey said.

Actress Tippi Hedren, who founded the Shambala Preserve in Southern California, home to 53 seized or abandoned exotic pets, expressed dismay over the killing of the lion.

"It wasn't the lion's fault. It's the human's fault always. I've got 40 years behind me. I know what I'm talking about," Hedren said.

A movie was made at Shambala several years ago and several people were injured. "Two were nearly killed," she said.

"Lions are one of the four most dangerous animals in the world. There is nothing you can do. When they get a thought pattern, there is nothing short of a bullet to the brain that will stop them," Hedren said.

Nicole Paquette, vice president of the Human Society of the United States, voiced similar concerns.

"She should have never been in the enclosure with him," Paquette said of the victim. "These are big cats that are extremely dangerous, and they placed a volunteer in the actual cage with a wild animal. That should have never happened."

Officials at another big cat sanctuary, Big Cat Rescue in Tampa, Fla., told The Associated Press last year that at least 21 people, including five children, have been killed and 246 mauled by exotic cats since 1990. Over that period, 254 cats escaped and 143 were killed.

Tatiana, a tiger at the San Francisco Zoo, was killed by police after jumping out of its enclosure and fatally mauling a 17-year-old boy and injuring two other people in 2007.

Cat Haven has housed Bengal tigers, Siberian lynx, caracals, jaguars and leopards of various types as well as bobcats native to the area. Anderson described the private zoo several years ago as one of a handful of facilities across the U.S. that has all of the big cat species in one place.

The facility's website says it promotes conservation and preservation of wild cats in their native habitats and offers visitors tours and educational outreach.

Anderson said Project Survival would investigate to see if the intern and the other worker who was on-site followed the group's protocols.

"We take every precaution to ensure the safety of our staff, animals and guests," he said in a written statement.

These days, young mothers of small children are facing mutilating surgery, debilitating chemotherapy, and even death. Yet there has been no corresponding increase in older women.

The American Council on Science and Health calls the increase "slight"?(from 1.53 per 100,000 to 2.9 per 100,000), and suggests it could be explained by better diagnostic tests and staging. But these are not early cases, and they are occurring before the age of first mammography.

As possible causes, an article in MedPage Today?suggested rising obesity rates, changes in alcohol and tobacco use, and genetics, though tobacco use has not been increasing, nor is there any rationale for an increase in cancer genes.

The obvious but unmentioned cause is hormones. Breast cancer is generally hormone sensitive, and is often treated with anti-estrogens. After the Women's Health Initiative, many women stopped taking hormone replacement therapy out of fear of invasive breast cancer.

But since the Sexual Revolution, young women in huge numbers have taken higher doses of hormones than their menopausal sisters-in birth control pills. In 2005, the World Health Organization classified oral contraceptives as class-1 carcinogens, one of only about 100 substances found to be "carcinogenic in humans."

The most important cause of a high estrogen level is pregnancy. By the end of the first trimester, estrogen increases by 2,000 percent, stimulating proliferation of cancer-vulnerable Type 1 and Type 2 lobules. However, by the end of pregnancy, 85 percent of breast tissue has matured into cancer-resistant Type 4 lobules because of hormones made by the fetal-placenta unit. This is why a completed pregnancy has an undisputed protective effect against breast cancer, explains breast surgeon Angela Lanfranchi. This protective effect is lost when a pregnancy is aborted, leaving the breasts in a more vulnerable state than before.

At least 29 epidemiological studies?have shown a significant increase in breast cancer in women who have had an abortion. In one study, women who had abortions before age 18 and after 8 weeks gestation had a 9 times higher risk-if they had a negative family history for breast cancer. Women in this group who had a positive family history all?had breast cancer before age 45.

Not all studies have shown a positive association, and the National Cancer Institute announced, in a 2003 consensus workshop, that "induced abortion is not associated with an increase in breast cancer risk."

In 2001, however, the observed increase in breast cancer since the 1980s was found to be as predicted in a 1996 meta-analysis of studies of an abortion-breast cancer link by Joel Brind of Baruch College.

Women in the Roe v Wade?generation at the very least lose the protective effect of the first full-term pregnancy if they abort their first baby. According to many studies, abortion may have an independent effect of increasing risk of breast cancer by an average of 30 percent. With a disease as common as breast cancer, that is many thousands of extra cases of heartbreak.

Shouldn't women contemplating an abortion be informed of this possibility? They may still decide to have the abortion, but could be extra vigilant and opt for early screening. And they could avoid hitting their vulnerable breasts with a class-1 carcinogen just afterward.

Let us not forget that the AMA and other influential organizations denied the evidence of a tobacco-lung cancer link for decades. Are we having d?j? vu all over again? This time with young women who had one elective surgical procedure, instead of old men who had heavily smoked what my grandfather (without aid of the Surgeon General) called "cancer sticks" for decades?
