States are lining up to drop out of No Child Left Behind, the education initiative that was promoted as a historic achievement of the Bush administration.

Since President Barack Obama announced last month that he would sign an executive order allowing states to request waivers from mandatory participation in the program, at least 27 have signaled that they will ask to opt out, and most others are reviewing their options.

Obama said states could seek waivers as long as they adopt higher standards than those mandated under the Elementary and Secondary Education Act, as No Child Left Behind is formally titled. The Education Department said most states had already done that, presumably making them eligible for waivers.

Education Secretary Arne Duncan ? who himself had to follow No Child Left Behind when he was chief executive of the Chicago Public Schools from 2001 to 2008 ? isn't just offering the waivers. He's actively encouraging education officials to apply for them, he said, because "No Child Left Behind is fundamentally broken."

"It's far too punitive, far too prescriptive," Duncan said. The 2002 law "led to a narrowing of the curriculum. None of those things are good for children, for education or, ultimately, for our country."

In a letter to state education officials, Duncan cited "innovations and reforms" at the state and local level that "were not anticipated when the No Child Left Behind Act of 2001 (NCLB) was enacted nearly a decade ago."

That's why, he said in an interview with NBC News, "I'm actually giving away the power. ... We are giving the power to states and districts."

Critics ? including many educators ? have long said No Child Left Behind locked states into inflexible standards focused solely on reading and math, neglecting subjects like social studies, the arts, health and physical education.

"There's only two things that have been tested as it was, and we know that we want to produce students coming out of high school with a well-rounded education," said Lonny Lemon, school superintendent in Quincy, Ill.

Teach kids to be 'critical thinkers'
Reno Holler, a social studies teacher at Summit High School in Bend, Ore., said No Child Left Behind had created "a culture of 'we need to teach to the test,' rather than teaching to our children and teaching them to be critical thinkers."

Indicating the unpopularity of the testing standards, few critics of Obama's action have emerged, and their objections rest more on his decision to bypass Congress by issuing an executive order.

"The federal role in K-12 education is not working nearly as well as is needed. It must be seriously rethought and restructured," Russ Whitehurst, a senior fellow at the Brookings Institution, a nonprofit policy institute, wrote Thursday. But, he added, "Congress is about this work" ? not the executive branch.

Jack Jennings, president of the Center on Education Policy, a nonprofit institution promoting higher public education standards, blamed "political problems," noting that Congress has ended its last three sessions without revamping the law to address educators' widespread concerns.

"On the House side, the Tea Party members don't believe there should be a federal role in education," Jenkins said. "But when the Democrats controlled both houses earlier in the Obama administration, the education problem slipped right off their radar screen."

Randi Weingarten, president of the American Federation of Teachers, agreed that there was "frustration with Congress, and with the Republicans in Congress particularly."

She said No Child Left Behind was a matter of "good intention and bad implementation," and that as a result, "we understand the need for doing the waivers."

What officials want to fix is the rigidity of the current law, which set standards so restrictive that entire schools are deemed to be failing if only a relative few students don't meet test standards.

Under current rules, a school's success is based on a statewide test that assesses 40 categories. If just one subcategory ? such as students with disabilities or those who are economically disadvantaged ? doesn't make its federal Adequate Yearly Progress benchmark, then the entire school fails.

That's what happened to two Roanoke County, Va., middle schools in 2008, when one subcategory of math didn't meet the standard. Both schools were categorized as failing overall.

Jack Padgett, a member of the Richmond County (Ga.) School Board, said the rule also led to some of his county's schools being branded as failures even though "we'd made 93.7 percent of all the criteria."

"It's kind of hard to tell a kid or school or teacher you're failing when you're making good improvement," Padgett said.

By doing away with the federal Adequate Yearly Progress standard, "You would not have one disaggregated group dragging an entire school down, which is what happened in No Child Left Behind," said Sen. Johnny Isakson, R-Ga., who has unsuccessfully sought to pass legislation to do away with the test standards.

"Instead, the school would be evaluated in its totality," he said.

Public backs reform of law
Such complaints resonate loudly with the public.

In a Gallup poll in January, 53 percent of respondents said No Child Left Behind needed "major revisions," and 21 percent said it should be eliminated completely.

Those results were distributed fairly evenly across respondents who identified themselves as Democrats, Republicans and independents. (The poll of 1,032 adults reported a margin of sampling error of plus or minus 4 percentage points.)

But the standards still have some defenders, among them Margaret Spellings, who administered No Child Left Behind as President George W. Bush's education secretary from 2005 to 2009.

She said waiving the requirements could lead state and local officials to try to "game the system" if they're allowed to measure their progress themselves.

"They talk a good game, but when it comes time to deliver for students, they rarely perform," Spellings said. "That's why we're in this mess in the first place."

The European Union in crisis; Will it survive?

(AP) ? Until recently, the idea that the 27-nation European Union might disintegrate would have been unthinkable, for uniting a continent ripped apart by two World Wars was considered a rousing diplomatic success.

But the EU's two most cherished achievements ? a common currency and the free movement of people across borders ? are under threat. And the possibility that the decades-long experiment that is the EU might not survive in its present form has now entered mainstream debate.

The Polish finance minister, Jacek Rostowski, has raised the prospect that the EU might split apart. German Chancellor Angela Merkel said if its common currency, the euro, failed, so too would Europe itself. And experts say the euro's stability is by no means assured: George Osborne, the British chancellor, has said that only a few weeks remain to save it.

On Wednesday, Jose Manuel Barroso, the president of the European Commission, the EU's executive arm, described the state of the union in unusually stark terms. The EU, he said, was facing the biggest challenge since its creation.

"We're in a crucial moment in history," he said. "If we do not move forward with more unification, we will suffer more fragmentation."

None of these officials is predicting the EU's demise. But it is a measure of the gravity of situation that they are discussing the possibility at all.

Since the 1950s, the strengthening of European integration had seem slow and fitful, but also inexorable. In 1951, six countries formed the European Coal and Steel Community. In 1957, they established the European Economic Community.

In 1985, the Schengen Agreement was signed with the aim of abolishing checks at the borders between member countries. In 2002, the switch from national currencies to the euro went off without a hitch ? and 17 nations now share the common currency.

Over time, the EU has grown from six countries to 27, and currently it is home to more than 500 million people.

The challenge now is how to manage a currency that covers 17 countries, and a borderless travel area of 25 ? including some nations outside the EU ? without strong central governance. As the EU is currently run, decisions must be approved unanimously, meaning a single country can block action.

That's why Finland can throw a wrench into the Greek bailout negotiations and why the Netherlands has been able to block Serbian entrance into the group.

Without clearer rules, the EU will have to dramatically scale back its ambitions, says Karel Lannoo, the head of the Brussels-based Center for European Policy Studies.

"It needs to be much more consistent in the way it works as a federal structure," he said Wednesday, citing the U.S. model where the hierarchy between states and the federal government is well-defined.

As it is, he said, some EU countries simply do not accept rules they do not like.

That same point was made by Barroso in his state of the union speech Wednesday to the European Parliament in Strasbourg, France, when he pleaded for stronger central governance and decried "the constraint of unanimity."

"The pace of our joint endeavor cannot be dictated by the slowest," he said.

These constraints have meant that European officials have consistently reacted more slowly and less decisively to the euro crisis than financial markets would have liked, exacerbating the situation and throwing the future of the euro in doubt. And when countries did not follow EU rules on budget deficits, contributing to the euro debt crisis, no federal structure sanctioned them.

Lannoo, the policy analyst, said he was "rather pessimistic" about the survival of the euro. But he does not agree that the collapse of the euro would mean the collapse of the European Union. It could continue, he says, maybe with fewer members as a free trade zone with common rules but no common currency.

Paul de Grauwe, an economics professor and EU expert at the Catholic University of Leuven in Belgium, says the EU faces a stark choice.

"One road is more integration to save the project, to save the Schengen zone and the monetary union," de Grauwe said. "But there is a lot of opposition. It's also possible that we take the other road, no further integration, and then we risk the collapse of these two experiments."

British Foreign Secretary William Hague of the Conservative party, a longtime Euro-skeptic, says the euro was doomed from the start. Britain, which united with other European nations in 1973, never did join the euro and has no plans to now.

"It was folly to create this system, it will be written about for centuries as a kind of historical monument to collective folly. But it's there and we have to deal with it," Hague was quoted as saying Wednesday in The Spectator magazine.

"I described the euro as a burning building with no exits and so it has proved for some of the countries in it," he said.

The European Union was created out of the ashes of World War II: Its initial goal was to use economic integration to prevent Europe from ever going to war with itself again. By that measure it has succeeded admirably ? and for that reason, some politicians greatly fear its demise.

"The game is not only about the well-being of this generation or the next generation, but is goes without saying we're also fighting for the safety of this and future generations," said Rostowski, the Polish finance minister. "It is difficult to imagine Europe to be as safe as it is now without the European Union."

But Barroso, having first raised the specter of "fragmentation," told lawmakers he was confident that Europe would summon the political will to survive.

"I tell you, yes, it is possible to get out of this crisis," he said. "Not only is it possible, it's necessary."

Greece faces auditor verdict, fresh aid at stake (Reuters)

ATHENS (Reuters) ? International auditors return to Athens on Thursday to deliver a verdict on whether Greece's tougher austerity measures qualify for aid to avert a default that would plunge the country into bankruptcy.

Inspectors from the European Union (EU) and International Monetary Fund (IMF) quit Greece on September 2, after the government failed to convince them it was doing enough in terms of deficit cuts and economic reforms to deserve further payments under its 110-billion-euro ($150 billion) bailout agreed last year.

Despite the acrimony, analysts expect the talks to usher in the disbursement of a sixth bailout tranche for Greece, money the country badly needs to avoid running out of cash next month and plunging the euro zone into an even deeper crisis.

"I think euro zone finance ministers will in the end release the next tranche of bailout payments for Greece," Joerg Kraemer, an economist at Commmerzbank, said on the eve of the visit.

"They will not dare turning off the tap on Greece right now, it's a political decision," he said.

The inspectors' departure earlier this month prompted talk about a sovereign Greek default and focused minds in Athens, Brussels and Washington which are anxious Greece does not fall over the precipice and endanger the world financial system.

After a frantic search for new measures, the Socialist government decided to cut public sector salaries by a fifth, start sacking civil servants, unleash a tax onslaught on property owners and close tax loopholes to plug its fiscal hole.

Before returning, the EU/IMF mission, also known as the "troika," demanded written assurances by Greek authorities that the new pledges will be met, highlighting a lack of trust toward the country after its repeated fiscal slippages and foot-dragging about privatizations.

Prime Minister George Papandreou and Finance Minister Evangelos Venizelos provided assurances in letters they sent to the troika. The letters' contents were not made public but the troika visit was conditional on the letters being convincing.

WALKOUTS PROTESTS GRIP GREECE

The Greek cabinet is scheduled to meet early on Thursday to discuss and decide on a new wage scale for civil servants and a so-called "Labour Reserve," into which 30,000 state workers will be put at 60 percent of their salary. If they fail to find another state job within 12 months, they will be dismissed.

No schedule of troika meetings with Greek ministers has been published so far, in which the country's accelerated deficit-cut strategy will be intensively discussed.

The property tax, the first in a string of austerity measures to face the test of lawmakers' approval, sailed through parliament late on Tuesday, with all the Socialist party's 154 deputies solidly backing the measure without a single defection.

But labor unions have not stopped mobilizing against the measures, calling for new anti-austerity walkouts and protests that may shake the Socialists' resolve to approve the rest of the measures, expected to be passed by parliament next month.

Riot police fired teargas at protesters in central Syntagma Square in Athens, the epicenter of protest which saw bloody clashes in June, as lawmakers passed the property tax.

Taxi owners who oppose the liberalization of their trade will continue their 48-hour strike on Thursday. Hospital workers protesting cuts will walk off the job for three hours. Trade union ADEDY, which represents the country's 730,000 civil servants, called a rally and said it would march on parliament.

"The latest tax measures are insane," ADEDY said. "Millions of households are driven to desperation."

Papandreou's PASOK party trails the conservative opposition by 5.8 points, according to the latest opinion poll. The conservatives want a renegotiation of the bailout deal to allow for lower taxes and less austerity, something the troika has rejected.

Saudi king overturns verdict against woman driver (AP)

RIYADH, Saudi Arab ? A Saudi government official says King Abdullah has overturned a court verdict that sentenced a Saudi woman to be lashed 10 times for defying the kingdom's ban on women driving.

The official declined to elaborate. He spoke Wednesday on condition of anonymity because he was not authorized to brief the media.

A day earlier, a Saudi court found Shaima Jastaina guilty of violating the driving ban, and sentenced her to 10 lashes.

It was the first time a legal punishment had been handed down for breaking the longtime ban in the ultraconservative Muslim nation. No laws prohibit women from driving, but conservative religious edicts have banned it.

Earlier this week, King Abdullah announced that women will have the right to vote and run in the country's 2015 local elections.

Pakistan vows support to China in terror fight (AP)

ISLAMABAD ? Pakistan's interior minister Tuesday vowed to attack Chinese militants hiding out in his country's tribal regions, saying China's enemies were also Islamabad's.

Rehman Malik made the strong show of support for Beijing after a meeting with visiting Chinese Public Security Minister Meng Jianzhu.

The trip comes as Pakistan's ties with the United States have soured over allegations that Islamabad supports Afghan insurgents that are also based in Pakistan's tribal regions. Some Pakistani officials hope that China can fill any diplomatic and economic void if Washington decides to sever or downgrade ties with Islamabad.

Muslim militants from China's western Xinjiang are known to be training and fighting on the Pakistan side of the Afghan border, along with al-Qaida and other international extremist networks. They have claimed attacks in China and issued statements threatening Beijing.

"We will strike very hard against them," Malik said. "Anybody who is the enemy of China is the enemy of Pakistan."

It remains unclear how Pakistan will do this. Most of the militants are believed to be in the North Waziristan tribal area. Pakistan's army has a presence there, but so far has not touched the several thousand militants there.

The U.S. has persistently asked Islamabad to move against militants in North Waziristan, but it has refused to do so.

Malik said Sunday Islamabad had killed or extradited several Chinese militants, but didn't say when or from where.

Eat Real bike tour goes behind the scenes at Oakland shops ...

At the Eat Real Festival in Oakland?s Jack London Square on Saturday afternoon, crowds of people gathered on the waterfront, queuing up for $4 miniature sweet-potato pies and $5 citrus pork sandwiches on organic, brick oven flatbread. But in front of Bay Area Bikes, four cyclists had a different idea?riding gloves were slipped on, four helmet locks clicked shut, and the group rode away from the food festival to get an inside look at some of Oakland?s local food and drink makers.

The cyclists were decked out in vibrantly colored riding jackets; blue, purple, green and yellow sleeves flashed in succession as each rider signaled a turn with their left arm. The group headed up Embarcadero to their first destination?a behind-the-scenes tour at Linden Street Brewery, one of the craft beer providers at the Eat Real Festival.

This was the third annual Eat Real bike tour led by Karen Hester, an East Bay event organizer. For the tour and tastings, which included beer, chocolate, wine and tea, riders paid $40?or $30 for members of the East Bay Bicycle Coalition or Walk Oakland Bike Oakland, two cyclist advocacy groups.

Each year since the Eat Real Festival came to Oakland in 2009, Hester has led a bike tour of a few local food and drink shops. This year?s six-mile route included stops at Linden Street Brewery, the Oakland Chocolate Company, Urban Legend Cellars and Numi Tea Garden.

?I really love biking and eating and drinking local,? said Hester, who has also organized events like Bites off Broadway, a weekly food festival in downtown Oakland on 45th Street. Hester said that the first year she had the idea for a bike tour in conjunction with Eat Real, she approached the festival organizers, who told her to go for it. She contacted a few local business owners who said they would be happy to open their doors to the tour groups?and offer up a few things to taste as well.

?This is a much more intimate interaction with the people who make the drinks and chocolate,? Hester said, comparing the bike tour to the Eat Real Festival. ?People can find out why these owners have a passion for having this artisanal product.?

The four cyclists pulled up to Linden Street Brewery, situated in an old brick warehouse near the Port of Oakland. Inside, owner Adam Lamoreaux poured glasses of the Burning Oak Black Lager as he explained the process of making beer, from malt to the bottle.

?All the magic happens down here,? he said, leading the way to the brewing area?a space filled with shiny metal tanks, brick walls and a wet concrete floor. Conversation was layered with sounds of bubbling liquid and the buzzing of the open-top fermentation tank, which would have been used to make beer in the 1890s and is still being used by Linden Street today, said Lamoreaux.

Linden Street launched a new beer at Eat Real this year called the Town Lager, a light golden draft pronounced ?refreshing? by tour leader Hester after her first sip. Lamoreaux said they expected to go through about 30 or 40 kegs this weekend for the festival.

As the tour continued, Lamoreaux?s co-worker loaded three kegs onto a bicycle/trailer hybrid and pedaled down the road towards Jack London Square to make a delivery.

?Our Town Lager will only be delivered by bike,? Lamoreaux said, to encourage more people to bike rather than drive. He poured cups of the new brew for his guests, filling a pitcher directly from the tank.

?Now that?s a fresh draft,? he said.

The next stop was the Oakland Chocolate Company on Helen Street. Owner Nancy Nadel, who is also on the Oakland City Council (District 3), opened the garage door of the facility so the group could park their bikes inside. The smell of chocolate pervaded the garage.

?It smells so good!? said Nancy Mueller, 62, an Oakland resident along for the tour. Mueller and her husband Robert bought five different packages of Nadel?s Jamaican chocolates

Nadel showed the kitchen she shares with Barlovento and Vice Chocolates, where she has been making chocolate, using only beans from Jamaican farmers, since 2007.

?I try to do something new every month, so I don?t get bored,? Nadel said. She has made everything from hibiscus tea-flavored chocolate to coconut ginger treats. A chocolate sampler was laid out for the group, featuring rounds of milk and dark chocolate, and a Jamaican almond cluster.

After the cyclists had their fill of chocolate, it was on to Urban Legend Cellars where owner Steve Shaffer offered six different wines for tasting. The wines were all made on site, which is part of the philosophy of an urban winery, said Shaffer. The grapes, rather than the bottles, are transported, he said.

After Shaffer served the Sauvignon Blanc?made with organic grapes brought in from California?s northern Lake County?Hester, as group leader, requested a ?spitting lesson? to teach the cyclists the proper way to taste wine without swallowing it. This way, they would not be too impaired to bike safely, she said. The next five glasses included reds, a ros? and a 2008 Sangiovese with a ?hint of smokiness? that came from a forest fire in the spring of 2008, the aroma of which the grapes absorbed, said Shaffer.

The Muellers left with three bottles of wine securely tucked into their handlebar bags.

The last stop on the tour was Numi Tea Garden on Livingston Street, further east along the waterfront. Tea garden general manager Joe McKinnon sat down with the group and their mugs of tea to explain the history and mission of Numi, which began in Oakland in 1999 out of the owners? apartment. Numi has expanded quickly since then, he said, and their products are now sold in every state and across the globe.

But the tea house is unique to Oakland, a peaceful oasis in a converted warehouse. The pipes, now painted red, are still visible along the walls above ceramic-tiled tables and water fountains.

McKinnon offered a complementary box of Numi organic tea to each rider. Corry Dodson, 40, who lives near Lake Merritt, attempted to strap the tea box to the back rack of her bicycle with a bungee cord. ?Take this,? said Hester, offering up a roll of clear tape. ?A good organizer always has tape.?

With her tea secured, Dodson followed the group out of the parking lot and onto the road.

Yankees honor Maris' 61 homer season

NEW YORK - Fifty years have passed and others have since broken the season home run record. To the families of Roger Maris and Mickey Mantle, Maris' 61 in 1961 remains the legitimate number.

"The family feels that it's his record, also knowing that is arguable with a lot of people," Roger Maris Jr., said Saturday before the Yankees culminated a season-long commemoration of the Maris-Mantle home-run chase with a ceremony at Yankee Stadium.

Among those attending were Maris' wife, Pat and six children, along with two of Mantle's sons and 1961 Yankees Yogi Berra, Whitey Ford, Moose Skowron, Bobby Richardson and Bob Cerv.

"I think there needs to be a distinction," Randy Maris added when asked whether steroid allegations in recent years should cause his father's achievement to be considered the record. "Unfortunately, I think MLB turned an eye to that era. We're baseball fans first and foremost. After the strike in '94, we wanted to see baseball come back, and, obviously, with (Mark) McGwire and (Sammy) Sosa, that was a phenomenal year.

"We appreciate everything Mark did, respecting my dad and stuff like that," he said. "But it's got to be noted. Since they started drug testing, where are the numbers now? So, there's got to be some kind of distinction."

That sentiment was shared by Mantle, according to his son, David.

"Dad always felt that Roger should be in the Hall of Fame, too," David said, "and he always felt, just like we do, that Roger is still the single home run leader for one season with 61 home runs."

"We obviously remember the stories that dad would talk about," Danny Mantle added. "He always said that Roger hitting that 61 home runs was the greatest feat he had ever seen."

The race between Maris and Mantle to break Babe Ruth's then-iconic mark of 60 home runs, set 34 years earlier, dominated the 1961 season and gave rise to a mistaken impression that the teammates did not get along. That was dispelled in the movie "(asterisk)61'" and both Maris and Mantle's sons spoke of the close friendship the pair shared.

"They had a great relationship," Randy Maris recalled. "They were like brothers. Whenever they got together, it was practical jokes. They were both midwestern guys that just had a great time together and loved being around each other. I saw it when dad passed away. Mickey took it like he lost a brother."

Former Yankees teammate Cerv also recalled the friendship, revealing that Mantle, who had a reputation for drinking and womanizing, asked to room with Cerv and Maris, who were sharing an apartment in Queens in 1961.

"Mantle came to us and said, 'Hey, can I room with you?' And we said, 'Well, we've got rules,'" which elicited roars from reporters, aware of Mantle's reputation for enjoying life. "And he stayed there all summer long and kept the rules."

The on-field ceremony prior to New York's game against the Boston Red Sox included a $10,000 donation by the Yankees Foundation to the Roger Maris Cancer Center in Fargo.

Daughters Susan Maris and Sandra Maris-Fallo joined Pat, and Roger's four sons, Roger Jr., Randy, Kevin and Richard, along with David and Danny Mantle, Frank Prudenti, the Yankees' 1961 bat boy and Sal Durante, who was 19 years old when he caught the record-breaking drive off Tracy Stallard into the right field stands on Oct. 1, 1961.

"Even though I knew there was a shot at 61 home runs, I always wanted to catch a baseball, so that was my main objective to get to the game and to try to catch a baseball," Durante said. "I didn't take my eye off that ball for a second. I jumped up on my seat, and if I didn't jump on my seat, I would have never caught that ball, because I'm not a tall guy. That ball knocked me right into the row behind me.

"The second biggest thrill that day for me was to meet Roger. I offered him the baseball, and he said, 'No. You keep the baseball and make yourself some money.' That's the kind of guy Roger was, very thoughtful, generous man. I met him a couple of times after that, and he was the same way."

Wearing white gloves, Derek Jeter brought onto the field the bat Maris used to hit the record-breaker. Durante brought the ball onto the field, also using white gloves. Both items were on loan from the Hall of Fame.

AP Source: 8 NFL players facing suspension

(AP) ? Eight players, including Tennessee's Kenny Britt, Tampa Bay's Aqib Talib and Cincinnati's Cedric Benson and Adam "Pacman" Jones, were subject to being suspended under the league's conduct policy for incidents during the lockout.

A person with knowledge of the names confirmed to The Associated Press on Sunday that those four are joined on the list by New England's Albert Haynesworth, Arizona's Clark Haggans, Brandon Underwood and Johnny Jolly, both formerly of Green Bay.

The person spoke to the AP on condition of anonymity because no official announcement has been made regarding any of the players.

The story was first reported by Yahoo Sports (www.yahoosports.com)

The NFL and the NFL Players Association previously agreed those eight could be disciplined, while 25 other players would not be.

It's been unclear whether the league can fine or suspend players for conduct during the lockout when there was no collective bargaining agreement. The NFLPA technically was not a union at that time, so its ability to agree to such measures is in question, too.

"We believe that no player should be subjected to discipline for incidents occurring during the lockout," NFLPA spokesman George Atallah told the AP on Sunday. "The NFL and the NFLPA signed a side letter to the CBA that resolved and absolved the overwhelming majority of players of conduct-related issues. We retain all of our rights and ability to challenge any player discipline related to incidents occurring during the lockout."

Benson is appealing any discipline and has a hearing this week. Earlier this month, Benson spent five days in a Texas jail mopping floors, completing his sentence for misdemeanor assault.

The Bengals running back had been arrested in July for allegedly punching a former roommate in downtown Austin, Texas.

Last month, the league announced that Talib would not be suspended. The Buccaneers cornerback is facing a charge of aggravated assault with a deadly weapon. Police in the Dallas suburb of Garland say they believe the 25-year-old player and his mother shot at a man in March.

Britt met with Commissioner Roger Goodell and was told he would not be suspended. Britt was arrested twice in New Jersey, with two warrants issued for falsifying information on driver's license applications in Tennessee. A municipal court date in New Jersey for three disorderly person charges from a June arrest was postponed. He previously pleaded guilty to a speeding arrest in his hometown of Bayonne.

Jones, who is on Cincinnati's physically unable to perform list, faces trial in November on charges stemming from a July incident at a Cincinnati bar. The cornerback has pleaded not guilty to misdemeanor counts of disorderly conduct and resisting arrest.

A 2005 first-round draft pick by the Titans, Jones has been in and out of legal trouble, with at least six arrests over the years and involvement in about a dozen incidents that included police intervention.

Haynesworth was indicted in April on misdemeanor sexual abuse for allegedly fondling the breast of his server in a hotel restaurant in Washington in February.

Jolly was suspended by the NFL without pay last season for violating the league's substance abuse policy. In March, Jolly was arrested and charged again after a traffic stop. Police said they found a bottle containing 600 grams of codeine under a passenger seat and another bottle containing an unidentified substance.

Underwood pleaded no contest to a reduced charge stemming from a dispute with his estranged wife. Underwood was accused of ripping a necklace off his wife, Brandie, outside their home after the Packers' Super Bowl ring ceremony June 16. He subsequently was released by the team.

It was unclear why Haggans was on the list.
