In defense of Washington (sort of) (Politico)
Call me crazy, but I wonder if the political class should take a break from its glorious orgy of self-loathing, put down the razor blades and start focusing instead on what Washington has gotten right.
I know that sounds ludicrous after watching the chaos of the past few weeks. But seriously ? did anyone who understands Washington ever doubt that after exhausting every other single possibility, America?s leaders would finally come around to doing the responsible thing?

Maybe that?s because I have spent my entire life listening to people complain that their generation of politicians was the most reckless, selfish and stupid in American history. I?ve also spent decades hearing predictions of how Washington?s dysfunctional ways would lead to our nation?s collapse.
My first political memory was the assassination of Bobby Kennedy. After that, Kent State was followed by Watergate and America?s loss in Vietnam. Those dominoes fell in such rapid succession that you could forgive my fifth-grade teacher for delivering the happy news to her students that the United States of America was suffering a rapid decline much like fifth-century Rome.
This narrative involving America?s imminent collapse continued throughout high school when Iranians stormed our Embassy in Tehran, gas prices shot past the $1 mark, and interest rates raced toward 20 percent. Indeed, the America of my high school years was deeply troubled.
I was led to believe that things could get no worse until I spent my entire college career having professors decry the Age of Reagan as the darkest chapter in U.S. history. Not to be outdone, my law school professors would grumble later that George H.W. Bush?s fecklessness was destroying America?s economy in a way that ensured Japan?s ascendency and our country?s spectacular fall.
By the time Bush 41 left office, the economy was experiencing an uptick and Silicon Valley was creating a revolution that would leave Japan in the dust.
But within a year, media outlets lamented Bill Clinton?s incompetence (?amateur hour,? declared Newsweek), and his opponents challenged his moral fitness for office, with some on the fringes going so far as to accuse the president of murder.
Clinton?s collapse led to Newt?s rise, which in turn led to the GOP?s collapse which in turn led to Clinton?s reelection. That, of course, led to Clinton?s impeachment in 1999.
Democrats, the media and the liberals who dominated the media declared this to be the most heinous offense committed in the history of American history, until the next year, when the 2000 election ended in turmoil.

Lab-on-a-chip may be game-changer in disease detection (AFP)
PARIS (AFP) ? A cheap, highly portable blood test has proven as accurate as expensive hospital-based analyses in detecting HIV, syphilis and other infectious diseases, according to a study released Sunday.
Researchers tested prototypes of the creditcard-sized lab-on-a-chip with hundreds of patients in Rwanda, reporting nearly 100 percent accuracy.
The so-called "mChip", they said, could help knock down three barriers to effective delivery of health care into the world's poorest regions: difficult access, high costs and long delays for results.
"The idea is to make a large class of diagnostic tests accessible to patients in any setting in the world, rather than forcing them to go to a clinic to draw blood and then wait days for their results," said Samuel Sia, a professor at Columbia University and lead developer.
The findings were published in Nature Medicine.
With a projected production cost of a dollar per unit, the mChip would be far cheaper to administer than current lab-based tests.
Because it can scan for multiple proteins, each corresponding to a disease, at the same time with a single blood sample, it is probably even cheaper -- and more accurate -- than strips which work like store-bought pregnancy tests.
"Current rapid HIV tests require subjective interpretation of band intensity by the user that can result in false positives," that is, healthy individuals being misdiagnosed, the study noted.
The mChip, by contrast, allows for measurement using a hundred-dollar handheld instrument no more complicated to use than a cell phone, according to the researchers.
Finally, the device produces results in minutes rather than days or weeks, a time saving that can make a big difference in treatment outcome.
The device contains a microchip housed inside an injection-moulded plastic casing, explained Vincent Linder, Chief Technological Officer at Claros Diagnostics, which owns or has licensed relevant patents.
Unique disease "biomarkers" contained in a pin-prick blood sample bind to one of up to 10 individual detection zones.
A nano-scale gold "reagent" -- which detects a substance via a chemical reaction -- is injected, followed by a silver one that interacts with the gold to produce an ultra-thin film.
"The darkness of the film is proportional to the concentration of biomarker in the sample," said Linder, comparing the steps to the development process in non-digital photography.
The results are measured with a LED-based detector, or can be assessed by the naked eye.
In Rwanda, Sia and colleagues tested the device in Muhima Hospital in Kigali, where on-site results currently take days or weeks because samples must be sent to an outside laboratory.
From a total of 70 specimens with known HIV status, half male and half female, only one tested false, a result that rivals the accuracy of lab-based HIV analysis.
Similar tests on more than 100 archived specimens yielded equally reliable results, as did further trials based on samples from female sex workers known to be infected with both HIV and syphilis.
The researchers hope the device will boost testing of pregnant women, especially in Africa.
Currently, barely a quarter of pregnant women in low- and middle-income countries are tested for HIV, a figure which provides scant hoping of reaching the UN goal of eliminating mother-to-child transmission by 2015, according to the 2010 UNAIDS Report on the Global AIDS Epidemic.
In Zambia and the Democratic Republic of Congo, for example, only nine and six percent, respectively, of pregnant women currently receive HIV testing, according to the report.

Confident Yankees stand pat

NEW YORK - Freddy Garcia and Bartolo Colon have made life hard on the AL East, and easy for Brian Cashman.
The Yankees general manager decided he liked the hand he held and passed on the chance to add to New York's roster Sunday at the non-waiver trade deadline.
"I'm very confident with the position I've taken," Cashman said after the 34-year-old Garcia pitched the Yankees past the Baltimore Orioles 4-2. "It's not like I'm blowing smoke, trying to promote our guys.
"No, I believe in our guys," he added.
The two starting pitchers have combined for 18 wins and both have solid ERAs. Neither seemed likely to be a front-line starter when signed as a free agent in the offseason, long removed from their heydays in the early 2000s.
But here it is, 2011, and they are New York's second- and third-best starters.
Good enough to keep the Yankees, who certainly have no reticence about adding any piece they think they need, quiet at the deadline.
Colon, now 38, was even once the coveted star in a deadline deal, when Cleveland shipped him to Montreal for a horde of prospects a year after he and Garcia faced off twice in the 2001 AL division series between the Indians and Mariners.
Now, 10 years later, those two are the reason the Yankees didn't feel the need to give up any of their prized prospects.
"When you look at their body of work, it's been excellent," manager Joe Girardi said. "They have an ERA in the low 3s in the American League East, and that's hard to do."
After Sunday's games, New York was two games behind Boston in the division, and comfortably in command of the wild-card race, 6? up on the Los Angeles Angels. Statistics website Baseball Prospectus assesses the Yankees as having about a 3 percent chance of missing the postseason.
Cashman said he spoke with every other team about adding players. He didn't get any attractive offers.
It appeared the top two starting pitchers on the trade market in July were Colorado's Ubaldo Jimenez and Houston's Wandy Rodriguez. Jimenez went to the Indians for two top-level pitching prospects and two other minor leaguers, and the Astros never managed to deal Rodriguez.
Neither pitcher would have clearly been a big enough upgrade for Cashman to risk a swap.
After CC Sabathia, Colon, and Garcia, the Yankees can send A.J. Burnett (8-9, 4.23 ERA) and Ivan Nova (9-4, 4.01) to the mound.
Behind those five, Phil Hughes has been inconsistent as he returns to full health following shoulder issues.
"We've had some surprises that have come out of nowhere for us," Cashman said. "I look forward to racing down the Red Sox and catching them and passing them."
The Yankees also have left-hander Manny Banuelos and righty Adam Warren at Triple-A. Cashman indicated either or both could still have a role to play on the big club this season. Banuelos, especially, seems likely, though he was only promoted from Double-A on Sunday. The Yankees have just one left-hander in their bullpen, and Boone Logan has had some rough outings this season.
Cashman also didn't rule out making some additions in August, when players must clear waivers before being traded.
"It's nice to have those guys down below, pushing themselves, as an insurance policy," Cashman said.
Much better, the Yankees think, than having those guys on someone else's roster.
"I mean, who are we going to trade for?" outfielder Brett Gardner said. "Freddy and Bartolo were two great pickups in the offseason, and both of those guys have been tremendous. I think we're right where we want to be at."
